Email newsletter

I am a healthcare professional and moving to Chicago. All of the open positions I have found require that you send your resume via email. I am worried about when to email my resume. Should it be over the weekend so its ready Monday morning, during the week, morning, afternoon, WHEN??? I just want to make sure I catch the right person at the right time so I have a better chance of being hired. Any help?

I’m trying to come up with a creative name for our newsletter to advertise jobs. “Employment Connection” sounds good but I’m looking for something a little more catchy. Any ideas? Thanks!
