How do I apply for a Federal Job at Luke AFB without having to pay $40 to subscribe to a monthly newsletter?

Did a search for federal gov jobs and found a couple of openings at Luke Air Force Base in Arizona that I would qualify for, but when I inquired about it , I was told I have to pay a $40 fee in order to apply and I would receive their newsletter on government jobs. There has got to be another way of applying.
not a vet. Civilian job

    You could always call the base operator and get the number for civilian personnel.
